The apex

AI keeps continuity and recommends. It does not Allow.

The apex is a class of agent seat, not a fourth human. It keeps the thread, packs evidence, and may file a recommendation as a proposal.

Jev recommends. Humans Allow.

This build seats Jev and does not call Jev. There is no LiveKit presence and no model route. Aeon may file a manual recommendation so the schema has an apex author. That act is still not a release.

An apex cannot deny and cannot Owner Allow. A receipt that names an agent as the Allowing seat is not a valid receipt.

Later, a Jev shadow can sit on the message bus: Choice, Score, and Noul for route and interrupt, and ask_human on anything irreversible. That shadow is not wired here.
