Event discipline

Propose, Peer, Adversarial, Owner Allow, receipt.

Each artifact has one chain.

1. Propose. The Origin seat, or an apex recommendation.
2. Peer. The Peer seat reviews.
3. Adversarial. The Adversarial seat reviews.
4. Owner Allow. A human Owner Allows. Allow is not a fourth modality.
5. Receipt. The hash chain from genesis to the tip.

Peer may deny instead of review. Adversarial may deny instead of review. The Owner may deny instead of Allow. Deny closes the chain. An apex cannot deny.

Each hash covers sequence, kind, seat, artifact, body, previous hash, and time. v0 does not authenticate seats. A receipt here is discipline, not yet authority.
